The term ‘PARAMKSHATI’ is abbreviation of Panchayat Raj Mahila (Women) Shashaktikaran (Empowerment) Karyakram (Program). It is a programme package leading to formation of  Mahila Vikas Samiti, Women Self-Help Groups, Information Centre and Consultative Committee consisting of members nominated from ex-officio representatives of the Panchayat, related government officials, social activists, media personnel and  elderly citizen. It aims to develop self- confidence, self- reliance, skill of articulation, welfare and development vision of the elected women representatives of Panchayat Raj Instituitions. It promotes a conducive environment for women through micro-planning and micro-finance, development of women citizen leadership, a massive focused and pressure group for demanding claims of benefits of the development schemes, their involvement in planning, monitoring and evaluation by community women members in general and women elected representatives in particular.
